It is the keyway, the shape of the opening in the lock, that decides which blank fits.

Blanks are sold by profile, and the profile is what decides whether the key will enter at all before any cutting happens. Cross-reference numbers on the blank map it to equivalents from other manufacturers, which helps when you are matching an unfamiliar lock. Stock the profiles you meet most often rather than the whole range, since a handful of keyways covers the majority of locks in most buildings.
